To enable JavaScript and cookies in Chrome :

Click on the three horizontal bar icon (top right)

Click Settings

Click Show advanced settings (bottom of the page)

under Privacy Click Content settings ...

use the radio buttons (circle buttons) to Allow local data to be set, and Allow all sites to run JavaScript

Explorer

Cookie settings are found under "Tools" "internet options" then on the Privacy tab select a setting no higher than "medium high".
